Citi slashes IT - can ITSM save the day?

Citi decides to slash IT costs. The article reports that they plan to take the easier route of outsourcing and server consolidation and optimization.

However, I have a viewpoint to express:

Citi has substantial size of staff present in support nature of work. This has already been split into offshore and onsite. Of course, on these more offshoring can be undertaken.

However, I express that re-shaping their IT staff service-desk operations per ITIL principles will lead to substantial savings. This has to be done even in case offshoring is achieved in order to bring savings beyond just labor-wage-arbitrage.

I am confident that ITSM concepts havent been in place at Citi at a notable scale. This information is gathered from informal sources.
